In the 18th century, the military became the model for the entire state organization of Prussia. The "Prussian ethos", with its virtues of discipline, order, obedience and a sense of duty, gained acceptance in all areas of public life. This enabled the system of the state machinery to function efficiently, but the price of this was to disenfranchize the individual.
