Prussia pursued an active immigration policy. This was crucial, as the strength of the state was based on its population alone. Prussia had been attracting immigrants since 1650 in order to gain a larger population and new wealth after the Thirty Years` War. Rural development, new agricultural techniques and better skilled workers were the reward of this internal colonialisation, which depended on tolerance by state decree.
