An important factor in this process was the establishment of a strong military and administrative apparatus. The kings and civil servants of Prussia knew, however, that the control of technology and commercial activity were at least equally important in the long run. Through investments in education, science, immigration and technology transfer, the state attempted to make Prussia commercially successful. Success was greatest when the interests of the ruling class coincided with the efforts of the citizens. By the end of the 19th century, Prussia had at its disposal the most important and most modern industrial areas of Europe - the Ruhr region, Berlin and Silesia.
